The Race Relations Act received Royal Assent. It expanded the legal framework against racial discrimination, including indirect discrimination, and provided for the Commission for Racial Equality. Community campaigns had made unequal access to work, housing and services a public issue. The statute created further tools for contesting institutional practices, while implementation required continuing scrutiny and organization.
