An OSCE Office for Democratic Institutions and Human Rights meeting in Vienna brought together governments, civil society and specialists to address hate crimes against Muslims. Participants examined reporting, prevention and relations between affected communities and law enforcement. It treated anti-Muslim violence as a public accountability issue requiring cooperation with communities, rather than leaving victims to respond individually.
