Discrimination in the Name of Neutrality challenges headscarf restrictions on public employees

← Back to Dashboard
📅 26 February 2009 📍 Germany

Human Rights Watch released research on headscarf bans affecting teachers and civil servants in German states. Drawing on women’s experiences, it argued that restrictions excluded Muslim women from professional life and that exemptions favoring Christian traditions undermined claims of neutrality. The report called for revision or repeal of discriminatory rules. It was an advocacy investigation, not a new judicial ruling.
