Pressure for military equality precedes Executive Order 9981

President Harry Truman issued Executive Order 9981 establishing equality of treatment and opportunity in the armed services regardless of race, colour, religion or national origin. Black veterans and campaigners had challenged military segregation. The order opened a path to institutional change, while implementation took time and discrimination beyond the military continued.
