The Employment Equality (Religion or Belief) Regulations 2003 entered into force in England, Scotland and Wales. They prohibited specified forms of discrimination and harassment in employment and vocational training. Muslims could use the framework to challenge treatment based on religion rather than having to rely only on racial discrimination provisions. The regulations covered religions and beliefs generally and did not extend to Northern Ireland.
