Campaigning secures a public inquiry into Maher Arar’s treatment

Canada announced a public inquiry led by Dennis O’Connor into Canadian officials’ conduct in the deportation and detention of Maher Arar. Arar, his wife Monia Mazigh and civil-liberties supporters had pressed for accountability after his return from detention in Syria. The inquiry moved allegations about national-security cooperation into a public investigative process. It was an opening for scrutiny, not yet the later report or government apology.
