The San Andrés Accords commit negotiators to Indigenous rights

The Mexican government and EZLN reached agreements on Indigenous rights and culture at San Andrés. The commitments envisaged a changed relationship based on recognition, participation and self-determination. They were proposals and political commitments requiring further legal action, not proof that Indigenous autonomy had already been fully implemented throughout Mexico.
