Johnson signed the Immigration and Nationality Act, replacing the national-origins quota system that privileged some national populations over others. The reform challenged a major institutional hierarchy in admission policy. It established new preferences and limits, so ending the old quotas did not amount to unrestricted migration or the removal of every inequality.
