The General Assembly adopted the Declaration on the Elimination of All Forms of Racial Discrimination. It articulated international opposition to racial exclusion and superiority. This was a declaration, distinct from the convention adopted in 1965, and its adoption did not itself create uniform enforcement across national institutions.
