The Twenty-fourth Amendment is ratified

Ratification prohibited poll taxes as a condition for voting in federal elections. Such payments had helped exclude Black citizens and poor voters from political participation. The amendment addressed one institutional barrier; it did not cover every state election or remove the other devices used to obstruct voting.
