Britain, as announced on 18 February, officially submits the question of Palestine to the UN, in order for the General Assembly "to make recommendations, under Article 10 of the Charter, concerning the future government of Palestine." By referring to Article 10 rather than to Chapters XII and XIII of the Charter that are related to the international trusteeship system (deemed to replace the League of Nations mandate system), the British want to avoid signaling any prior readiness to play a role in trusteeship over Palestine and, more broadly, to disengage themselves from responsibility of fallouts that could occur as a result of UN eventual moves.
