Hassan plaintiffs win reinstatement of their surveillance lawsuit

The Third Circuit reversed the dismissal of Hassan v. City of New York and returned the case to the district court. It recognized that being singled out for surveillance because of Muslim identity could constitute an injury supporting standing. The decision allowed the discrimination challenge to proceed; it was not the final settlement or a completed trial judgment on every allegation.
