The Council of the European Union adopted Directive 2000/78/EC, establishing a framework against employment discrimination on grounds including religion or belief. Its provisions on direct and indirect discrimination, harassment and remedies supplied tools relevant to Muslim workers facing exclusion. The directive protected several groups and was not an Islamophobia-specific law. Adoption also did not mean that all national implementing measures immediately took effect.
