The European Commission against Racism and Intolerance adopted General Policy Recommendation No. 5 on intolerance and discrimination against Muslims. It called for action against discrimination, hostile stereotypes and obstacles to religious practice. The recommendation brought anti-Muslim exclusion within an institutional anti-racism framework and offered a reference for advocates pressing governments to act.
