Executive Order 12898 makes environmental justice a federal responsibility

President Bill Clinton signed Executive Order 12898, directing federal agencies to address disproportionately high adverse environmental and health effects on minority and low-income populations. The order brought unequal exposure to pollution into federal administration. It treated environmental harm as a distributional issue affecting communities, rather than solely an individual consumer choice.
