Congress completed its override of President Ronald Reagan's veto, bringing sanctions against South Africa into law. The measure restricted important economic relationships sustaining apartheid. It gave legislative force to demands advanced by the anti-apartheid movement, although sanctions were a means of pressure rather than the transfer of political power itself.
