The Constitutional Court granted the ANC leave to appeal and ordered the IEC to take steps to include 181 ANC candidates in six municipalities on the 4 November ballots. It reversed the Electoral Court outcome from September. The order addressed the right to participate and the practical effect of the online submission rules; the IEC also extended similar procedural relief to some other parties. The judgment altered the election contest shortly before voting and renewed debate about equal treatment, administrative accountability and electoral access.
