The NGC adopted a declaration after commissions reviewed implementation of 55th Conference resolutions and considered emerging challenges. Delegates called for accelerated implementation and renewed organisational capacity. The declaration acknowledged South Africa’s democratic gains while also naming persistent structural problems. As an internal political document, it records resolutions and official self-assessment; it cannot independently establish how far those commitments were realised in communities shaped by racialised inequality and uneven local services.
