The ANC published a base document for its 5th National General Council, scheduled for December. Branches and provincial structures were expected to discuss it before delegates met. The document paired a review of the national democratic revolution with a mid-term assessment of the 55th National Conference resolutions. This internal consultation created a formal opportunity to assess the party’s direction after losing its majority and joining a coalition government; the quality of participation depended on how views from branches and members informed the final decisions.
