The fifth National Policy Conference closed after debate on organisational renewal, leadership selection, corruption, land reform and economic transformation. Its closing address reported broad support for more effective internal processes and faster land redistribution, while treating expropriation without compensation as a possible measure where necessary. The conference made recommendations for later decision; its proposals did not themselves change law or prove implementation.
