The ANC launched policy discussion papers at Luthuli House for debate by members and the public ahead of the June Policy Conference. Topics included organisational renewal, strategy and tactics, economic transformation, governance, social policy and international relations. The organisational renewal paper acknowledged declining trust and electoral support. The launch opened a process for branch discussions before policy proposals went to the National Conference.
