The ANC’s fourth National General Council adopted a declaration calling for measures against corruption, factionalism, buying of members and gatekeeping. The statement emphasised service, integrity and discipline. These commitments recognised internal organisational problems, but they were party resolutions rather than evidence that the practices had ended. The NGC also reviewed the ANC’s record midway through the 2012–2017 leadership term.
