The ANC’s fourth National Policy Conference opened at Gallagher Estate, Midrand, with a delegation of more than 3,500. Branches, provincial structures, alliance partners and policy commissions debated papers on organisational renewal, land, economic transformation, gender, education, health and the “second transition.” The process offered a formal route for grassroots input, although influence remained uneven across the party’s branch and leadership structures.
