The Constitution adopted by the Constitutional Assembly in 1996 came into effect. It replaced the interim constitutional framework and entrenched universal citizenship, representative government and a justiciable Bill of Rights. Constitutional equality did not by itself dismantle the material legacies of colonial land seizure and apartheid.
