F.W. de Klerk announced that the government would legalise the ANC, the South African Communist Party and other organisations. This was the outcome of decades of organising inside South Africa, armed and underground resistance, regional solidarity and international pressure; it was not a gift detached from that struggle. Legalisation reopened public political space, although apartheid laws and state violence were not immediately dismantled.
