ANC members and supporters gathered in Morogoro from 25 April to 1 May to debate strategy, organisational structure and the relationship between mass and armed struggle. The conference adopted a Strategy and Tactics document and established structures intended to improve coordination. Debate over membership and representation exposed tensions between exile leadership, fighters and the movement's commitment to non-racialism.
