ANC president A.B. Xuma and the presidents of the Natal and Transvaal Indian Congresses, Monty Naicker and Yusuf Dadoo, signed a joint declaration of cooperation in Johannesburg. Known as the Doctors’ Pact, it opposed racial discrimination and built an alliance across African and Indian organisations. The agreement was an important step toward coordinated action, even as the organisations retained distinct constituencies and political debates.
