The Act created a legal process for people and communities dispossessed under racially discriminatory laws and practices from 19 June 1913 onward to seek restitution or other redress. It acknowledged that land dispossession was central to colonial conquest and apartheid. The restitution process was a meaningful recognition, yet its cutoff date and limited pace left earlier colonial dispossession and broader land redistribution unresolved.
