The white electorate voted in a referendum on continuing negotiations to end apartheid; 68.7 percent voted yes. Mandela and the ANC supported a yes vote as a tactical way to keep negotiations moving, even though the referendum excluded the African majority and most South Africans from the decision. The result strengthened de Klerk’s mandate among white voters but could not substitute for universal suffrage.
