Mandela attended the opening of the Convention for a Democratic South Africa (CODESA) at Kempton Park. The forum brought political organisations and the government into a formal negotiation process over constitutional principles and a transition. Its participants did not represent all South Africans equally: the white minority government still held state power, while excluded communities had built pressure through strikes, protests and grassroots organising.
