Mandela represented the ANC among the political parties, trade unions, civic and religious organisations, and government signatories to the National Peace Accord. It established codes of conduct and monitoring mechanisms intended to reduce political violence. The accord acknowledged a crisis affecting ordinary communities, but its existence did not prevent later massacres or remove the apartheid state’s unequal control of security institutions.
