After extended negotiations, Mandela and other ANC leaders signed the Pretoria Minute with the government. The ANC agreed to suspend armed actions as part of a political settlement process, while the government undertook steps concerning political prisoners, returning exiles and repressive laws. Suspension was a strategic decision made amid continuing violence and did not mean that the conditions of apartheid or state force had disappeared.
