The ANC and government sign the Groote Schuur Minute

Mandela led the ANC delegation in talks with the government at Groote Schuur. The resulting minute committed both sides to work toward resolving the political conflict and established mechanisms addressing political prisoners, return of exiles, political offences and channels of communication. The agreement opened a formal process, but left the state’s coercive institutions and the question of majority rule unresolved.
