State President P. W. Botha offered Mandela release if he unconditionally renounced violence as a political instrument. Earlier offers had linked freedom to accepting the bantustan system or settling in the Transkei. The offer individualized a struggle led by a mass movement and sought to detach Mandela’s freedom from the political rights of the African majority. Mandela rejected the condition and maintained that negotiations required the people to be free.
