The ANC and South African Indian Congress launched a major campaign of non-violent civil disobedience. Mandela served as national volunteer-in-chief, coordinating a movement whose volunteers included African and Indian activists, with some white and Coloured participants. People deliberately entered spaces barred to them or refused permits and presented themselves for arrest. The campaign made ordinary people central political actors and expanded the ANC into a mass movement.
