Final UN annex records near-total chemical-production interruption in midwar years

From limited data, refinery fuel consumption appeared above average to the mission. It observed little energy-conservation equipment and connected this shortcoming with binding financial constraints.

The mission considered Iran’s refinery light-oil to heavy-oil ratio too low while gasoline, kerosene and diesel were imported at high cost. It recommended reexamining refinery configurations, rather...

Planned capacity expansion, gasoline lead reduction and additional lubricating-oil production were normal industry-development projects, the mission stated. It excluded them from its accounting of...

Partly built refineries at Bandar Abbas and Arak were on hold because of capital shortages. The annex recorded planned completion in 1994 and 1997 respectively; these were projections made in 1991,...

Most petrochemical facilities lay along the northern Persian Gulf shore, putting them within easy range of aerial attack. The annex identified this industrial geography as a reason the sector was...

The annex’s production history indicated losses on the order of 30 million tonnes of petrochemical products over eight years. This was a cumulative output-loss estimate, not a count of destroyed...

Table B.3 reported refinery reconstruction expenditure of 8,646 million rials and $162 million during the war, followed by 10,388 million rials and $195 million after the ceasefire. The figures...

Table B.4 reported petrochemical reconstruction expenditure of 15,535 million rials and $291 million during the war, then 33,315 million rials and $624 million after the ceasefire. Monetary...

The mission used an oil-industry rule of thumb of $10,000 per barrel per day of capacity for replacing large plants. Its roughly $5 billion downstream rebuilding estimate was a coarse cross-check, not...

The annex warned of a sharply nonlinear replacement-cost curve for plants below 100,000 barrels per day. Its large-plant capacity benchmark therefore could not be applied uniformly to every refinery...
