Khomeini sets general reconstruction priorities

The Secretary-General appointed Jan Eliasson as his personal representative on implementation of Resolution 598. The appointment established a continuing channel for unresolved peace issues.

Khomeini rejected Prime Minister Mousavi’s resignation and instructed him to continue serving within the Constitution. The exchange exposed tensions in Iran’s government just after the ceasefire.

The first Geneva round ended after talks beginning in August. Iran and Iraq still needed agreement on withdrawal and other terms to turn the ceasefire into lasting peace.

Britain and Iran agreed in New York to restore full diplomatic representation. The agreement opened a post-ceasefire path toward reopening embassies.

Iran’s Ali Akbar Velayati and Iraq’s Tariq Aziz met with Pérez de Cuéllar at the UN. The meeting continued efforts to settle the war’s unresolved political terms.

At the General Assembly, Velayati proposed an international day against chemical warfare and urged preventive measures and punishment, carrying Iran’s accountability demands beyond the ceasefire.

King Fahd made conciliatory remarks about Iran as Saudi Arabia considered improving relations after the ceasefire and the earlier diplomatic rupture.

Iraq proposed exchanging prisoners, describing its offer as a goodwill gesture. For Iran, prisoner returns remained linked to the broader dispute over withdrawal and peace implementation.

Iraq announced the release of 25 Iranian prisoners on a Red Cross aircraft. The return came while broader peace negotiations and prisoner arrangements remained unresolved.

Pérez de Cuéllar opened the third peace round in Geneva, prioritizing troop withdrawals and prisoners. Iran’s occupied territory and captive soldiers remained central to the agenda.
