Muslim religious and community leaders, two mosques and a charitable organization filed Raza v. City of New York. Represented by the ACLU, NYCLU and CUNY’s CLEAR project, they challenged allegedly discriminatory and unjustified NYPD surveillance. The complaint argued that ordinary worship, charity and association had become grounds for suspicion. This was a community-led legal challenge; the filing itself was not a judicial finding that every allegation had been proved.
