The Council on American-Islamic Relations was founded in Washington, D.C. Its own thirtieth-anniversary account identifies 1 June 1994 as the founding date. CAIR developed legal advocacy, public education and media work to challenge discrimination and strengthen Muslim civic participation. Its establishment represents the building of a Muslim-led institution able to contest exclusion in workplaces, schools and public debate, rather than leaving affected individuals to respond alone.
