States participating in the Geneva review conference adopted an outcome document by consensus. It reaffirmed commitment to the Durban framework, recognized continuing suffering and addressed discrimination and incitement to hatred. The agreement renewed an international agenda for action rather than demonstrating that the commitments made in 2001 had already been fulfilled.
