Nunavut was established as a territory following Inuit organizing, negotiations and the 1993 land claims agreement. The new public government changed the political map and gave Inuit a stronger institutional presence in their homeland. It was a territorial government within Canada, not an independent state or a government restricted to Inuit residents.
