The new Constitution recognizes antiracist and quilombola claims

Brazil's Constitution made racism a crime not subject to bail or a limitation period and recognized land rights of qualifying quilombola communities in transitional Article 68. These provisions created tools for struggles against racial hierarchy and dispossession. Constitutional recognition required further implementation and did not itself eliminate unequal power over land.
