British Colonial Secretary Lord Passfield adopts a White Paper, confirming the views expressed in the John Hope Simpson and Shaw Commission reports, asserting that "in estimating the absorptive capacity of Palestine at any time, account should be taken of Arab as well as Jewish unemployment in determining the rate at which immigration should be permitted." The White Paper affirms that "a more methodical agricultural development is called for with the object of ensuring a better use of the land" and proposes the establishment of a Legislative Council that would "avoid the repetition of the deadlock which occurred in 1923.".
