The Ottoman Government Sets Out Principles Governing Jewish Immigration to the Empire

To avoid dealing with another national problem within the empire, the Ottoman Council of Ministers spells out the conditions that shall govern Jewish immigration: (1) European Jews are welcome to settle in the Ottoman Empire but not in Palestine; (2) they may settle in small groups; (3) they have to renounce their foreign nationality and become Ottoman subjects; and (4) they should not seek any special privileges and must remain bound by the laws in force in the empire.
