The law confined African land purchase and tenancy to designated reserves comprising about seven percent of the country. It accelerated dispossession, labour coercion and rural poverty.

Hundreds of delegates from political, religious and professional bodies gathered to coordinate opposition to the Hertzog government's bills attacking African land and voting rights.
