The fourth National Policy Conference concluded after debates on the ANC’s policy direction ahead of the Mangaung elective conference. Its papers addressed the structure of the economy, land reform, organisational renewal and social transformation. The discussions took place against continuing pressure for redistribution and employment, while the ANC’s own documents acknowledged that political democracy had not dismantled the material legacy of colonialism and apartheid.
