The ANC said it was ready for the 18 May local elections after candidate selection and campaign preparations. The party presented local government as a site for improving basic services and extending democratic participation. Its claims must be read alongside residents’ continuing struggles over housing, water, sanitation, jobs and municipal accountability in communities shaped by apartheid spatial planning.
