The revolutionary constitutional congress opened at Malolos. Its delegates worked toward a constitution for a Philippine republic. Establishing political institutions challenged colonial claims that Filipinos were incapable of self-government, although an elite-led congress could not by itself resolve inequalities within the new nation.
